The appropriate action depends on the goods being transported, their properties, the quantity involved, the location of the incident, environmental conditions and the level of risk presented by the situation.<\/p>\n<p data-start=\"691\" data-end=\"828\">That is why, in the event of a spill, the first priority is to <strong data-start=\"754\" data-end=\"827\">protect people and properly assess the situation before taking action<\/strong>.<\/p>\n<p data-start=\"830\" data-end=\"1051\">ADR 2025 establishes a common framework for the international road transport of dangerous goods and regulates, among other aspects, transport conditions, driver training, equipment, documentation and emergency procedures.<\/p>\n<p data-start=\"1053\" data-end=\"1319\">In Spain, the new Basic Civil Protection Planning Guideline for the risk of accidents involving the land transport of dangerous goods, published in April 2026, expressly classifies as <strong data-start=\"1237\" data-end=\"1318\">type 3 any leak or spill of transported dangerous goods when there is no fire<\/strong>.<\/p>\n<h2 data-section-id=\"18bid4p\" data-start=\"1321\" data-end=\"1364\">The first few minutes after an ADR spill<\/h2>\n<p data-start=\"1366\" data-end=\"1424\">When a leak or spill occurs, the first question should be:<\/p>\n<p data-start=\"1426\" data-end=\"1484\"><strong data-start=\"1426\" data-end=\"1484\">What goods are involved and what risk do they present?<\/strong><\/p>\n<p data-start=\"1486\" data-end=\"1592\">The behaviour of a flammable liquid, a corrosive product or a toxic substance can be completely different.<\/p>\n<p data-start=\"1594\" data-end=\"1698\">The response should therefore begin by assessing the situation and consulting the available information.<\/p>\n<p data-start=\"1700\" data-end=\"1844\">ADR requires the crew, in an emergency, to follow the measures set out in the written instructions whenever it is safe and practicable to do so.<\/p>\n<p data-start=\"1846\" data-end=\"1895\">In general terms, the response should prioritise:<\/p>\n<ol data-start=\"1897\" data-end=\"2228\">\n<li data-section-id=\"bme95\" data-start=\"1897\" data-end=\"1941\">The safety of the crew and people nearby.<\/li>\n<li data-section-id=\"z9ezts\" data-start=\"1942\" data-end=\"1984\">The initial assessment of the incident.<\/li>\n<li data-section-id=\"syq6rg\" data-start=\"1985\" data-end=\"2016\">Identification of the goods.<\/li>\n<li data-section-id=\"htchhp\" data-start=\"2017\" data-end=\"2086\">Application of the relevant instructions when it is safe to do so.<\/li>\n<li data-section-id=\"1y2fez0\" data-start=\"2087\" data-end=\"2132\">Communication with the emergency services.<\/li>\n<li data-section-id=\"1cn6c22\" data-start=\"2133\" data-end=\"2228\">Taking control measures only when they can be carried out without creating additional risks.<\/li>\n<\/ol>\n<p data-start=\"2230\" data-end=\"2312\">Direct intervention with the product should not automatically become the priority.<\/p>\n<p data-start=\"2314\" data-end=\"2490\"><strong data-start=\"2314\" data-end=\"2490\">In some situations, keeping a safe distance, isolating the area and providing accurate information is a much safer response than attempting to control the spill personally.<\/strong><\/p>\n<h2 data-section-id=\"1bcrxx4\" data-start=\"2492\" data-end=\"2524\">What should the driver check?<\/h2>\n<p data-start=\"2526\" data-end=\"2635\">The <strong data-start=\"2530\" data-end=\"2558\">ADR written instructions<\/strong> are one of the key elements when dealing with an emergency during transport.<\/p>\n<p data-start=\"2637\" data-end=\"2934\">ADR requires them to be kept in the vehicle&#8217;s cab and to be readily available to the crew. They must also be provided in a language that each crew member can read and understand, and the crew must be familiar with them before starting the journey. data-start=\"3339\" data-end=\"3379\">Identifying the goods is also essential.<\/p>\n<p data-start=\"3381\" data-end=\"3504\">In an emergency, knowing the product makes it possible to assess its risks and select the appropriate intervention methods.<\/p>\n<h2 data-section-id=\"pp5sxs\" data-start=\"3506\" data-end=\"3553\">Identifying the goods: essential information<\/h2>\n<p data-start=\"3555\" data-end=\"3679\">Dangerous goods are classified according to the risks they present and identified through different signs and documentation.<\/p>\n<p data-start=\"3681\" data-end=\"3825\">The <strong data-start=\"3685\" data-end=\"3698\">UN number<\/strong>, hazard class, relevant panels and labels, and transport documentation provide essential information for identifying the load.<\/p>\n<p data-start=\"3827\" data-end=\"3969\">This information becomes particularly important when emergency services are involved and need to quickly determine which substance is present.<\/p>\n<p data-start=\"3971\" data-end=\"4241\">In Spain, regulations establish that an accident report must include information such as the location of the incident, the condition of the vehicle, the characteristics of the accident, details of the dangerous goods being transported and the presence of any casualties.<\/p>\n<p data-start=\"4243\" data-end=\"4321\">Correctly identifying the goods is therefore not simply a documentation issue.<\/p>\n<p data-start=\"4323\" data-end=\"4399\"><strong data-start=\"4323\" data-end=\"4399\">It is operational information that is essential to emergency management.<\/strong><\/p>\n<h2 data-section-id=\"1ji71xd\" data-start=\"4401\" data-end=\"4457\">Containing a spill is not the same as decontamination<\/h2>\n<p data-start=\"4459\" data-end=\"4537\">Two concepts should be distinguished: <strong data-start=\"4497\" data-end=\"4512\">containment<\/strong> and <strong data-start=\"4517\" data-end=\"4536\">decontamination<\/strong>.<\/p>\n<p data-start=\"4539\" data-end=\"4646\">Containment aims to limit the spread of the product and prevent the incident from extending to other areas.<\/p>\n<p data-start=\"4648\" data-end=\"4761\">Decontamination is a subsequent stage and involves treating surfaces, equipment or areas that have been affected.<\/p>\n<p data-start=\"4763\" data-start=\"5396\" data-end=\"5399\">No.<\/p>\n<p data-start=\"5401\" data-end=\"5441\">The response depends on several factors:<\/p>\n<h3 data-section-id=\"y1mx2e\" data-start=\"5443\" Allowing the product to spread<\/h3>\n<p data-start=\"7301\" data-end=\"7441\">Where it is safe to do so and the procedure provides for it, limiting the spread of the spill can be important in reducing its consequences.<\/p>\n<h3 data-section-id=\"1mqn9ig\" data-start=\"7443\" data-end=\"7472\">5. Delaying communication<\/h3>\n<p data-start=\"7474\" data-end=\"7570\">Emergency services need accurate information to assess the situation and prepare their response.<\/p>\n<p data-start=\"7572\" data-end=\"7672\">Spanish regulations establish the main information that must be provided when reporting an accident.<\/p>\n<h2 data-section-id=\"1to46o5\" data-start=\"7674\" data-end=\"7716\">Driver training is part of the response<\/h2>\n<p data-start=\"7718\" data-end=\"7788\">Emergency equipment is a fundamental part of preparing an ADR vehicle.<\/p>\n<p data-start=\"7790\" data-end=\"7875\">But equipment alone is not enough: drivers also need to know how to use it correctly.<\/p>\n<p data-start=\"7877\" data-end=\"8097\">ADR establishes specific training requirements for drivers of vehicles transporting dangerous goods, including knowledge aimed at reducing the likelihood of incidents and enabling an appropriate response in an complementary national provisions.<\/p>\n<p data-start=\"9574\" data-end=\"9808\">The French Ministry for Ecological Transition explains that the land transport of dangerous goods is governed by ADR and that its implementation in France is also regulated by the <strong data-start=\"9754\" data-end=\"9782\">TMD Order of 29 May 2009<\/strong>, as subsequently amended.<\/p>\n<p data-start=\"9810\" data-end=\"9898\">This is particularly relevant for companies transporting goods between Spain and France.<\/p>\n<p data-start=\"9900\" data-end=\"10039\">In addition to knowledge of ADR, it is La brecha existente entre los conductores que se jubilan y los transportistas nuevos que se incorporan en esta profesi\u00f3n sigue aumentando y se espera que esta situaci\u00f3n se triplique en toda Europa. Actualmente, se estima que se necesita contratar a medio mill\u00f3n de conductores, y se prev\u00e9 que la tasa de puestos vacantes para transportistas aumente hasta superar el 60% para el a\u00f1o 2026.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">El problema de la falta de conductores de camiones, que ahora se ha convertido en una emergencia, comienza a ser una preocupaci\u00f3n para los 27 pa\u00edses miembros de la Uni\u00f3n Europea, gracias a las organizaciones del sector que han llamado la atenci\u00f3n sobre ello. En respuesta, la Comisi\u00f3n Europea ha propuesto adelantar la edad m\u00ednima para obtener la licencia de conducir C para veh\u00edculos pesados a los 17 a\u00f1os, permitiendo que los j\u00f3venes conduzcan bajo supervisi\u00f3n hasta los 18 a\u00f1os. Adem\u00e1s, en muchos pa\u00edses de la UE se requiere tener m\u00e1s de 21 a\u00f1os para conducir un cami\u00f3n, y en algunos casos incluso m\u00e1s de 24 a\u00f1os.<\/span>\r\n\r\n\u00a0\r\n\r\n<b>\u00bfCu\u00e1l es la titulaci\u00f3n requerida para convertirse en conductor o conductora de un tr\u00e1iler?<\/b><span style=\"font-weight: 400;\">\u00a0<\/span>\r\n\r\n\u00a0\r\n<ul>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">En cuanto a la formaci\u00f3n no reglada :<\/span><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400;\">\u00a0El proceso de preparaci\u00f3n suele durar alrededor de un a\u00f1o, e implica la obtenci\u00f3n del carn\u00e9 de conducir B, la superaci\u00f3n del Certificado de Aptitud Profesional (CAP) de 280 horas, y la aprobaci\u00f3n del permiso de conducci\u00f3n C para camiones pesados r\u00edgidos, seguido del C+E para tr\u00e1ileres. La \u00faltima parte de esta formaci\u00f3n, que incluye el CAP y los carn\u00e9s para camiones, puede costar entre 4.000 y 6.000 euros, es decir, aproximadamente lo mismo que estudiar una carrera en una universidad p\u00fablica.<\/span>\r\n\r\n\u00a0\r\n<ul>\r\n \t<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Mediante formaci\u00f3n oficial (Formaci\u00f3n Profesional) :<\/span><\/li>\r\n<\/ul>\r\n<span style=\"font-weight: 400;\">Existen dos alternativas: cursar el Grado Medio de Conducci\u00f3n de Veh\u00edculos de Transporte por Carretera (grado D de FP) u obtener el Certificado de Profesionalidad (grado C de FP).\u00a0\u00a0<\/span>\r\n\r\n<span style=\"font-weight: 400;\">Para la primera alternativa, en Espa\u00f1a, \u00fanicamente hay una decena de centros de FP imparten la formaci\u00f3n de 2.000 horas (dos cursos escolares) para obtener el t\u00edtulo de T\u00e9cnico en Conducci\u00f3n de Veh\u00edculos de Transporte por Carretera, pero esta titulaci\u00f3n no habilita autom\u00e1ticamente para conducir un cami\u00f3n, ya que es necesario obtener los permisos de conducci\u00f3n correspondientes de la DGT. Para la segunda opci\u00f3n, el candidato debe poseer los permisos de conducci\u00f3n de cami\u00f3n antes de iniciar la preparaci\u00f3n del Certificado de Profesionalidad (aproximadamente 400 horas), el cual adem\u00e1s requiere aprobar el examen del CAP.<\/span>\r\n\r\n<span style=\"font-weight: 400;\">No obstante, en el sector del transporte no basta con haber finalizado un ciclo formativo de FP para poder acceder al mercado laboral de forma directa.
