Road freight transport in Spain is entering a new regulatory phase following the publication in the BOE of the reform of the General Vehicle Regulations. This update pursues two main objectives: increasing sector efficiency and advancing the decarbonisation of logistics.

Among the most significant measures is the increase in the maximum authorised mass (MAM) for 5-axle articulated vehicle combinations, from 40 to 44 tonnes. In intermodal operations, this limit can even reach 46 tonnes, provided certain requirements are met.

For the so-called mega-trucks or euro-modular sets (EMS), the requirement for prior authorisation on certain routes is removed, as long as the specified technical criteria are met. These vehicles may operate up to 72 tonnes and 32 metres in length, which will help reduce the number of trips and, consequently, CO₂ emissions.

Additionally, the maximum permitted height has been increased to 4.5 metres in specific cases, such as the transport of straw, live animals, or industrial supplies for nearby locations.

Entry into force and timelines for tanker transport

Although the regulation comes into general effect on 23 October 2025, a longer timeframe applies to tanker transport, which will take effect from 23 January 2026. This phased approach is intended to allow a safe and gradual adaptation for a sector as sensitive as the transport of chemical liquids.

Implications for the sector

The increase in weight and dimension limits represents an opportunity to optimise loads, reduce journeys, and enhance the competitiveness of road transport. However, it also requires companies to carry out rigorous technical planning to ensure road safety and regulatory compliance, particularly for high-responsibility operations such as the transport of chemical products.

At Fernández Aedo, we are closely monitoring this regulatory evolution, ensuring that our tanker transport operations adapt responsibly and efficiently to the new legal framework.
