Last December, the government approved a fuel subsidy for hauliers. This implies certain formal obligations that must be fulfilled in order to receive the aid.
A new Aid Package has been approved through a Decree-Law, which includes various measures aimed at the road transport sector. Among them is the fuel subsidy for all transport vehicles, both heavy and light, regardless of the type of fuel used, be it diesel or natural gas.
A specific value for these subsidies of EUR 0.20 per litre was determined for diesel supplies made between 1 January and 31 March 2023. However, for diesel supplies made between 1 April and 30 June 2023, the amount of the subsidy decreases to EUR 0.10 per litre.
Fuel subsidies will be granted in two different ways, depending on the type of vehicle and/or fuel used:
➡ In the case of owners of trucks and vans with diesel engines weighing less than 7.5 tonnes Maximum Authorised Mass (MMA); or those running on CNG, LNG or LPG, of any tonnage, they must submit a subsidy application to the Tax Agency from 1 April.
This application will be very similar to those submitted in April and August last year, and will be paid in one lump sum from May.
➡ On the other hand, in the case of owners of lorries and tractor units with diesel engines with a MMA equal to or greater than 7.5 tonnes, as well as diesel buses and taxis registered in the Tax Agency’s Census of Professional Diesel Beneficiaries, they will receive the subsidy monthly together with the reimbursement corresponding to professional diesel for each litre supplied with professional fuel cards or in self-consumption tanks authorised for professional diesel.
-What documents are required to apply for the subsidy?
Before being able to receive the subsidies, beneficiaries must submit the following from 31 January:
A declaration of responsibility explicitly stating that they have suffered economic consequences as a result of the Ukrainian invasion.
A declaration indicating any other assistance they have received under the Temporary European Framework Ukraine or the National Framework.
A declaration identifying the companies with which they are linked or associated. In order to submit these declarations, beneficiaries must access the Tax Agency’s electronic Headquarters.
The Tax Agency has not yet set a deadline for the submission of these declarations, although it is recommended that they be submitted in the first ten days of February in order to receive the aid corresponding to the month of January together with the monthly payment of the professional diesel refund. In any case, as confirmed by the Tax Agency, the delay in submitting these declarations does not entail the loss of the aid, but simply a delay in its payment.
